Delhi Chief Secretary LIVE Update 2024:-In his report on the basement tragedy in Delhi’s Rajinder Nagar in which three IAS aspirants died, Delhi government Chief Secretary Naresh Kumar has blamed the coaching center for encroachments blocking drains and blamed Minister Saurabh Bhardwaj for it. The meeting also called for making a master drainage plan for Delhi.

He said that the Irrigation and Flood Control Department has not yet taken any decision on bringing the Storm Water and Drainage Act. On the Master Drainage Plan, the Chief Secretary has said that the Aam Aadmi Party government did not accept the report of IIT Delhi on this. It was then decided that three different drainage plans would be prepared, but no concrete work has been done till now.
The report said the draft of the Storm Water Drainage Act is still pending with the minister and pointed out that such a law would impact rainwater management in the national capital. The Chief Secretary has said that the storm water drainage system in Delhi cannot be controlled without proper legislative framework and whenever there is heavy rain, this situation leads to flooding in many areas.

The report said construction of the ramp in violation of norms has blocked the entry of drains through which rainwater can be drained. Manholes and drains in the area have been covered with granite or marble or Kota stones, and this has made cleaning the drains impossible.
Therefore, whenever there is heavy rain, water gets accumulated on the road leading to the coaching centre. This water, which should have been disposed of through drains, flows towards the parking area and basement.
